  this picture is actually not done in photoshop... all you need is a camera that will let you set the shutter speed very slow. then you take a light, like a key chain flash light and draw the words in the air while taking the picture. its actually a lot of fun to do. you could make something similar in photoshop buy drawing the words with the brush tool or pen tool. then go to blending options (right click on the layer and select blending options) and turn on "outer glow"
