Answer:
You need to sign up to the developer network at developer.apple.com for iOS. This costs $99 a year (no matter what country), and gives you the relevant codes, help and simulators. This also allows you to submit apps to the App Store, and Apple take 30% of the revenue for your app (you get the rest). Alternately, there are companies that will develop your app, for a fee, and do the rest of the process for you. Remember, your app must be approved before it appears in the App Store, so be sure it comes within all of the rules before paying for membership. I hope this helps.

The first thing you will need to do is become a registered apple developer. This is free, and will allow you to download the tools you need in order to develop applications: http://developer.apple.com/programs/register/ Once you have registered download XCode and the iOS SDK. These are the tools that you will use to develop iOS applications (those that work on the iPhone). They require that you have access to a Macintosh. Without a mac, you cannot develop iPhone applications. They are downloaded here and require a login from the previous step: http://developer.apple.com/devcenter/ios/index.action#downloads Now take some time to go through the documentation, and learn how to develop iOS applications. This could take you days to months depending on how comfortable you are with actionscript or any other programming language. Don't get discouraged, don't worry, and do not listen to those nay sayers - if you can do actionscript you will be able to learn to program iOS. When you are ready to publish your app and start selling it, you will need to join the iOS Developer Program. This will cost you $99 / year, but will cover all the costs of having apple review your applications. It will also include some limited technical assistance. You sign up for that here: http://developer.apple.com/programs/ios/ Now that you have developed and tested your app, it's time to publish your app. It's a very easy process that takes about 1 week. Then your app goes into the AppStore for sale. Good luck, I hope this helps
Can't use Flash for app : Apple has lifted that restriction. BUT from a developer point of view, both Adobe & Apple is confusing us with their own stories. Apple's story : Flash is not suitable for smart phones. It's meant for PCs. Adobe's story : Has Lite version of Flash to run on smartphones. Pretty confused. For more info, check Source #1 & #2 for their reasons. My Suggestion : Let's not waste time with their debate. Since we're working on apple device & platform, it's best we follow up with Apple's road map. Current Market Observation : All iPhone users & iPad users are viewing youtube videos on HTML5. Not on Flash. To develop apps : 1. Tool kit : Cocos 2D toolkit,Webkit & XCode. 2. Programming : HTML5, CSS, Javascript ( Requires the understanding of programming C++ ) If you don't have the basic programming skills, don't worry. Just refer to Source #3. It will teach ( step by step manner) and show you how to develop & market your iPhone app even if you have no programming or marketing experiences. Stages to get into app store : Snicker's answers is excellent if you are focused on the programming portion. But that's not enough. Most of us miss out the most important part – successful marketing. To learn this, pls refer to Source link 3 as well. So Dylan, all the best on your new venture! Hope to see you apps on iTune soon!

Before that can be answered, you would need to describe the level of programming skills you have. A lot of people have ideas, but unless they either have the necessary programming skills, or can afford to hire some one else who has programming skills, that is the first dead-end road block, and you couldn't go any farther with your ideas. Good luck.
