There are several different effects that could end in this specific result. But it would start with making the picture in black in white. By going to the top where you can choose several different options, chose, image, then mode, then grayscale. Then choose the right brush, if you have photoshop im sure your aware of changing the brishes, I would suggest fancy fabrics, or lace, or micro patterns. Make the brush the right size, and it will look just right, make the brush too big/small and it will look terrible. You will perfect the editing if you take time on it, and not try and rush it. This looks like a mask applied to a grayscale photo. One way to do this is to use a mesh of white circles on a black background in Photoshop or The Gimp. Put this as a separate layer to your photo and use the burn-in blending option to make the black parts stay black and the white parts transparent. To make the image grayscale change your layer's color channels to grayscale in the menu.

As an amateur photographer i enjoy trying to figure out how to duplicate other images, This image looks like it can be done by sitting about 3-4 feet from a wall, sit a lamp in the floor pointing up at the ceiling between the subject and the wall, take a window screen and have it up some how (to get the screen look) place your camera approx 1 foot from the screen, set it to soft focus or portrait for auto cameras, but it could be accomplished best with a manual focus camera. slow slow adjust the focus where its not really focused on you or the screen and tada.. You will need to experiment with the focus to get the proper effect. oh ya.. set the camera to black and white.. you may can do that after the image is on your pc if you don't have that setting.
