I'm not very sure how to make it look like your face is turning into another object, but I have animation shop. Animation shop allows you to create a looping video such as the one you provided.

I would highly suggest GIMP Image Editor. It takes a lot to get used to, but it will get the job done. Problem: The image you included is extremely difficult/high detail. You would not be able to do that with ease. Basically movable gif images are a whole bunch of images. You have to edit each and every one properly and get the proper timing to get the right image.
