How do you disable Microsoft Outlook 2003 Junk filter?

My company uses Microsoft Outlook 2003 and Microsoft Exchange. Within outlook I've gone to Tools -> Options -> Preferences -> Junk E-mail "No Automatic Filtering. ..." Is selected. There are no entries in the "Blocked Senders" tab. But still outlook sometimes "junks" normal email, even from my coworkers and sometimes my mail to other coworkers is "junked" in their outlook also. This has nothing to do with BCC lists or large distributions. It can happen when there is only one recipient. It seems like Outlook wants to control my inbox without the ability to disable it.

It is very likely that your company has installed some default filters at the Exchange server level. You can't access those without permissions. You can however ask the system administrator to provide guidelines and training about what to avoid in your message subject and address lines and in the message body so that you will not trigger the filters for a legitimate message. A problem with all filters is that they do not exercise judgement. They simply execute code. Filters are set up to exclude things that "usually" are more likely in spam than in regular mail. They are a long way from perfect. If you know the rules that have been set up though you can dodge being filtered.
