How to change the Windows language in Windows Vista?

I have windows vista premium and i want to upgrade to windows 7 but when i want to install the windows it's says that the currently installed language wich is Swedish is not supporting. And I changed the system language to English(USA) but i need to change the windows language to English(USA). And I don't see the option to change the windows language. Please take it step by step.
