How can you make a picture smaller?

How to make picture higher resolution for banner (or where can I find this picture in higher resolution?)?

I volunteer for an organization and for one of our events we want to have a large banner with this picture on it. http://childrenshospitalblog.org/wp-content/uploads/2010/09/ChildCancerRibbonMagnet.jpg The problem is the picture is such low resolution that the printing company can't use it. I have looked for numerous other ribbon pictures but with the same problem. SO is there a program out there that can increase the pictures resolution (higher pixels) or is there a company that I can pay, etc. OR does anyone know where I can get this picture in higher resolution? Thanks in advance!
