Shop around for decent web hosting and a domain name, where you go is up to you. But hosting that allows PHP is a big bonus. Check for bandwidth limits and usage, mail services, space, charges etc. Look at reviews and pick the one that looks best to you. There are many editors available out there, and you can even just use notepad to write all your pages, but my personal preference is Dreamweaver, especially for a beginner, it makes learning PHP very easy, and while you may be just fine with standard HTML pages, the knowledge will be useful later when you start to want to experiment and add cool little features. But if you want just a simple one page site, with not so much going on, and don't want to spend much. You can just use your free webspace your ISP will probably provide, then look for a site which offers a re-directional domain like URL. It wont be as good as a top level domain of your very own. But it'll still be yours and wont be 85 characters long.

Pay a little bit of money to register a real domain name and then forward the domain to your freebie home website at AT&T. After that you can cloak the forwarding so it all looks official. Don't try to host it for free! That is anything but professional! I use Streamline.net for my website. Their cheap package is really cheap!
