Page Design and page layout on a professional level is usually done in a program called Quark or Quark Express. This is an industry standard program. Other programs that can be used for page layout are Publisher and Adobe Illustrator and several other. People who do this are called graphic artists or graphic designers. Wow.. the previous answers are so wrong.... be careful looking at these answers because a lot of people think they know what they are talking about, but don't. Like people who call themselves webmasters who do not know that HTML is NOT a programming language. Ouch.

There are many out of the box programs, of which probably Adobe Pagemaker and Microsoft Publisher are the most widely used, but some magazines have custom programs. Depends on what aspect of the page you are designing. Anything graphical is done by the Art Director who often works with the Editor and Publisher to give the magazine a look and feel. The actual typesetting is done by a person who is still probably called a typesetter or layout person. There are two kinds of magazines, small ones, which can be quite big, but they are still small. Vally Magazine, for example, is a Big small magazine that has a General Manager who represents the Publisher, an Editor, an Assistant Editor and an Art Director and a guy who does all the layouts and typesetting, maybe with an asssistant. That's about the size of their staff and it's a fairly prestigious color magazine in the Los Angeles area. National magazines are done by congomerates, such as Conde Nast in New York which owns like 15 magazines or more. At a magazine like this they may have entire art departments with large staffs, entire layout and typesetting departments, on-line web programmmers and servers, an MIT department and a press room where they actually print all the publications (although the may job some or all of this out like small magazines do). Editorial could be in their offices, although some actually may have small office Editorial deparments in other cities (home base of the original magazine Conde NAst bought) and in rare instances some Editors work out of their own home. Generaly layouts are done a year in advance with contract advertisers who buy key spots in the magazine and they send in new artwork that the layout people must put in in place of an existing graphic. Blank columns exist for the articles, which are filled in three months to six months before publication. Editorial may do most of the December Holiday Issue special features in January or February and then add pieces to it. They have 6 to 12 special issues a year with themes. Some magazines have a staff of photographers or they may send models and celebrities to contract photographers. You work on the March issue in January and it's put to bed by late January or Early Feb, printed and shipped one or two weeks before the start of March. There are last minute changes, last minute ad artwork that the layout people must put in, often moments before sending the stuff out to be plated. Editorial desides the flow, how many contiguous pages to give an article or feature, then how far back in the column pages it goes and how much column space it is given. Some articles get continued on 3 or more pages in the back of the book. The layout people have to cut and paste all of this and get the flow right, along with noting what page it is continued on.

I think Quark would be the industry standard for this. It can handle large layout and is used for everything from catalog layout to magazine and newspaper layout. I guess the name for this career would be Designer, Graphic Designer, Layout Artist. Though a lot of print shops now-a-days are using Adobe In Design, but traditionally Quark is the main program.
