Do you need a graphic arts background to be a web designer?

I am starting out as a freelance web designer. However, I keep hearing that you need to be a graphic artist to really succeed as a web designer. Is this true?

It's a good asset to have a graphic arts background, but not necessarily required. If you have the creativity already, kudos to you. :) Part of web design is to successfuly relate to the target audience of the site. You need to be able to execute a good design that is easy to use. In web design, you need to be both computer savvy and creative.
