Open-Source PHP user management system?

Can anyone help me find an advanced, safe and entirely based in PHP (No SQL) script which allows for user management. Admin access, user registration (acceptance preferably via e-mail response), restriced pages etc etc All the usual bits and bobs! :) Ive had a bit of a look around only to find very basic login/logout systems. not quite what im after!! Hope someone can help. P.S. Please don't send me links to general google/yahoo searches it's not helpful

Your requirements are mutually exclusive: "advanced" and "safe" implies "database-driven". Storing sensitive information in plain-text files is neither advanced nor safe.
