What is the best easiest cheapest way to design your own website?

I have the book Creating a Web Site in Dreamweaver CS2, but not sure if it is out-dated or if there is a better way to learn. I'm creating a website for my friend's business for Christmas.

You can design it yourself. There are lots of free programs which you can use to design your website.

Designing or coding? Design in adobe photoshop, save it as jpegs, implement them in dreamweaver. Dreamweaver is the easiest, photoshop is the easiest. Nothing else to it :)

DreamWeaver is great! Use the book to learn how to use DreamWeaver, then visit W3schools - http://w3schools.com/ - for tutorials on HTML, CSS, etc. If you need help with HTML let me know, I would love to be of help.
