Answer:
I would recommend Frontpage as a "easy" website maker.

There are couple of things you need.... Software to write the HTML with, software to edit images with, somewhere to learn at least the basics HTML and CSS, somewhere to host the website, some method to get the files from where you wrote them to the host and lastly, the only part that isn't free, a domain name if you need one. I'm a great believer in writing your code on your own computer rather than relying on the tools a web host give you to write directly to the site. There are a couple of reasons for this... 1) it's more flexible 2) you've automatically got at least two copies of the site (one on the host, one on your computer) 3) should you want to change host later on and you rely on the hosts tools then you may end up having to rewrite the entire site all over again. The following are just what I use, there are plenty of others around, just use a search engine to look for them. HTML editing software... SharePoint Designer - http://www.microsoft.com/downloads/en/details.aspx?FamilyID=baa3ad86-bfc1-4bd4-9812-d9e710d44f42&displaylang=en - if you use this DO NOT use the specialized SharePoint tools unless your host supports them. Visual Web Developer - http://www.microsoft.com/express/Web/ NVU - http://www.nvu.com/ Kompozer - http://www.kompozer.net/ HTML Templates - if you need them there are zillions of them around - http://www.google.com/search?q=free+web+templates Image editor - any from http://graphicssoft.about.com/od/pixelbasedwin/tp/freephotoedw.htm HTML / CSS / JavaScript tutorials - http://www.w3schools.com/ You really do need to know at least a little of these. You can always look up specific help as you need it. Web host - lots of free ones around - http://www.free-webhosts.com/ reviews over 100 of them. most will add adverts to your pages but some won't. Paid web hosting is pretty cheap, I use 250Host or Rackspace for my professional sites. FTP client to transfer files to and from the host... WinSCP - http://winscp.net/eng/index.php FileZilla - http://filezilla-project.org/ Once the website is in place you can then spend the only money you need to - for a domain name - but you may be happy with the subdomain your host will give you. Domain registrars are places like GoDaddy and Network Solutions. Have fun and try not to get too lost in all the technical stuff - just ask questions here if you get stuck. One other thing - test your site in at least IE, Firefox and Chrome - not all the engines used by the browsers render a website the same. You can spend as much as you like on software and hosting but the software above is all available for free and can produce as good a result as if you'd spent thousands of dollars. For a business site you'll probably need server side programming for shopping carts, databases an so on, so you'll need something like PHP or ASP hosting.

First, decide on what your website will be about. Choose a niche market. Once you have done that, then do your keyword research. You want to determine what keywords are used most often when searching for related topics/subjects in your niche. Next you want to carefully choose a domain name. It can be with or without your primary keywords. I recommend that you include your primary keyword in your domain. Next decide on where your site will be hosted and sign up for hosting service. You are on a roll now...you just need to pick a software program to make your web pages Something like Dreamweaver or Kompozer (free). Start working on your web pages. Keep in mind that if you want free services there are web and weebly Good luck.
Avoid using free sites or WYSIWYG software. These will not attract visitors. The cheapest way is to learn some html and css, which are easy languages to learn. Then buy a domain name (couple of quid), write your site offline using a free text editor such as microsoft notepad, then buy some web hosting (a few quid a month). Then download filezilla (free) to upload the files from your PC to your host's server. This is the most rewarding way to create a website, as you can have it excactly the way you wish almost for free. Try http://www.freewebtutorial.co.uk to get started. It's easier than most web tutorials.

Depends on how. You can use a WYSIWYG editor like Dreamweaver or Frontpage. There may also be free ones around that I don't know about. This would be the quickest option. Another one would be to learn HTML. This isn't too hard as long as you keep at it, it makes sense after a while. I would know, I know HTML! Then you have to find a hoster. I would suggest www.rosenhost.info as a free subdomain hoster. Enjoy!

You HAVE to learn HTML and CSS to build a basic website, there is no way to shortcut this unless you hire a website developer. There is no magic website making program.
