You could try some of the bigger companies out there, although they do tend to charge you a lot more, for a lot less. I think your best bet is to look at some local web designers. In the past I have used a guy from www.Jam1e.co.uk, and I was really pleased with his work!

You can try hiring a freelancer from popular micro jobs websites. I suggest you look for positive relating and positive review on the gigs you are interested. Contact the seller, first and explain what you want and ask if he is able to deliver. There are plenty of capable freelancers working at a very decent price.
