What's the BEST QUALITY I could export my project to upload it on YouTube using Adobe Premiere Elements 3.0???

I'm kind of new to this Adobe Premiere Elements language so yea, just listen carefully. Every time I upload a video on YouTube, the quality SUCKS BAD! I use an HDV camera & when a video is uploaded on YouTube, the quality is SO BAD that it looks like I recorded it off a phone cam basically, yeah it's THAT SUCKY! I use Adobe Premiere Elements 3.0 to edit my videos & I have NO IDEA how to make the quality better before rendering! Now I'm looking for the BEST quality possible. Can anyone help me???

What settings are you using for rendering? Perhaps a high bitrate will do your videos good? Having recorded them with good equipment doesn't mean you get the best render if your settings are not nice. In my experience, a 25 FPS and 1MBPS bitrate setting does OK. Of course, quality still gets downgraded when the YouTube processes are already applied, but that's already beyond our control.
