If you had to create a web site, would you choose VBulletin or WordPress?

Actually a lot of savvy people use WordPress (free, open source, installable) as a CMS -- many people run their whole websites using it...even if their site is not just a blog. http://wordpress.org/ Reasons I like it: It can be installed on your server as long as it supports MySQL and PHP http://wordpress.org/download/ It works really well, and has good support forums for help with it: http://wordpress.org/support/ Also http://bbpress.org is their 'forum' software, developed by the same guys who made wordpress. It is very flexible and can be administered from a variety of ways - admin pages, iphone, etc....

Wordpress is the best choice for the kind of web site you want to start.
Well, I am a WordPress user and I think it's different from VBulletin. In WordPress, it wouldn't be easy to be used by other people--to participate, contribute, submit articles, etc. because it's just a blog software. But in VBulletin, the work would be easier because it's a forum software where other people can do the things you've mentioned. Again, because it's a FORUM software. So, you better choose VBulletin if that's what you want to happen. :)

You can have your own website (www.yoursite.com) with a forum and wordpress in 2 different folders of your website (www.yoursite.com/blog and www.yoursite.com/forum). You must install vbulletin and wordpress into your created folders on at your domain name. Then put 2 links on your homepage to your blog and forum. Joomla is better than both vBulletin and WordPress, and Drupal is better than Joomla... If you want to create a powerfull platform that can really take off you should use drupal (Hey yahoo answers can be mimicked in an hour or 2 on drupal!) Its just a bit harder to get started at this end of the scale.

Every successful website i've ever owned has been vBulletin 3.8.x or greater :D example: http://www.codglitch.com/ http://www.gurufuel.com/ (just launched) vBulletin offers more features and community mods if you ask me.
