How do you create a social network?

I would like to create a social network where users can create an account and upload pics and user info. It would be like a myspace or facebook, but on a much smaller scale. I also have a niche in mind. I would guess that php and mySQL would be a good place to start, but honestly I do not know. Any help would be appreciated. Thanks. Mike
