I plan to identify potential employers in the area of Mainframe programming, and target them individually for job opportunities. How do I know who works with Mainframes? Any tips on identifying them, before they post their job ads?

Well, then classified ads in newspapers, maybe? Call 'em and ask 'em? Sorry that you don't want to use the one resource that might help you, since Dec, IBM and Sun aren't likely to share their customer lists with you. By the way, I missed where it says find programming and design employment at the top of this page:-)
