    The terms are interchangeble but a computer programmer might be someone working in their bedroom on their own projects that they don't really design or test. They might write a program that does a simple task (or even a complicated one) but it wouldn't be of adequate quality to release to the general public. Basically, anyone who writes a computer program could be deemed a computer programmer. A software engineer, on the other hand, will structure a program with set best practices, design the application or program and have knowledge and experience of the pitfalls. They'll properly test the application in a variety of environments. They may have qualifications that set them apart from a computer programmer. Those skills are generally sought after to write programs and applications. It's a bit like someone who works on their own car as a hobbie but you wouldn't want them to work on your car if you knew they didn't have the requisite skills as an automotive engineer. Of course, there are people who do start off as amateurs and pick up the skills required without formal training or qualifications - I wouldn't want to say that someone who worked from their bedroom wasn't very good - a lot of them are!
