How do you make a picture like this?

How do you make a "moving" picture....its like 3 seconds of a movie and make it a picture...example here

    You can do this with total video converter software. Check the link below. after installation, select new and import the video. select gif as output. Play the movie, then select starting point with the button [ and ending point with the button ]. now edit the settings you want (if you wish normal settings are enough, leave it as it is, convert! thats it!

The image used in the avatar is an animated gif. You can make these using gif animation software which you should be able to find for free with some google searching. All the software really does is allow you to take a number of still images and show them one after the other in really quick succession. So if you want it to show 2-3 secs of a particular movie you are going to need a still picture of each frame during those seconds and then you just use the gif animator to run them together. I don't know how easy it will be to find all the frames you need though, you probably need to load the movie up in video editing software or something in order to grab them.
