Try Paint.net, its a free graphics program that supports layers. Your background would be the bottom layer. Picture 1 the second layer. Picture 2 the third layer. Text the top layer. You can make changes to the picture on each layer without affecting the other bits of the image. You can reaixe, change the colour and so on. Finally flatten the layers (it puts everything on the background) and Save As a different version ready to print. If it is something simple, Microsoft Word should do it. Choose a background picture, import the two pictures on to one page, add the text. Or, Photoshop, Illustrator etc. can work better for more complicated situations. But if you are unfamilar with image editing/desktop publishing programs, find someone who can teach you or do it for you.
