What nationality is good in programming, Indians, Chinese, Filipinos or Russians?

I have no direct experience with programmers from the Philippines but have worked with many extremely fine programmers from India, China (Taiwan), and Russia. In addition to great skill, unusually high work-ethic, and (mostly) extremely courteous demeanor, these guys work cheaper than many of their American and Western European counterparts. The potential for problems surfaces in language and culture. The Indians and Chinese don't say "no" very well and may promise more than they (or anyone) could deliver. This is not a fault - it is a cultural issue to be recognized and managed. The Russians have a very strong sense of hierarchy and need very explicit direction on points that the customer truly finds critical; Russians will do it their way, if they think their way is better, unless you are VERY insistent. No bias here - I'm a natural citizen of the U.S.

Indians then Filipinos... But I hope someday it would become us the best!!! Filipino Rocks!!

Indians offcourse, India is no 1. in software outsourcing and 30% of mircorosf's and nasa's employees are indians.

Actually all these people are good in programing. However, they need to be managed properly to get the most out of them. At the same time, remember these people do the best when they're in the United States and not off shore. Off shore in their own home country, they wont care for the time lines and the language with communications will be a great challenge. Take care.
