    For the most part that is exactly right, that is with a few caveats. There are several different frequencies and signaling formats used by carriers that are not compatible with eachother. For example very few phones (if any) from ATT (who uses GSM) will work on Sprint's (which uses CDMA) network regardless if the phone is unlocked. However so long as the networks use the same format an unlocked phone should work any of those networks.

When you first get your phone you kinda go through a orientation kinda thing and they call that unlocking your phone. Also that could mean if you have a security code or a pin code you have too enter when if you don't use your phone for like 15 seconds or something! : ) hope that answered your question!

Yes that's exactly what it is. A lot of people are going to be doing this with the new iphone PAYG as they are locked to certain networks. I'm getting my free one once I've got enough refs then I'll get it unlocked and put my orange contract sim in it
