Do PDAs and cell phones with WiFi capabilities have to be "activated" with a carrier to access WiFi?

I only need something that will access a WiFi signal to browse the internet when traveling and staying at a hotel with a free wifi signal. Will or can cell phones and PDAs that are supposed to have wifi capabilities still work on a wifi signal even if they are not set up with a carrier like A T and T or Verizon?

There are plenty of cell phones that aren't PDAs at all with WiFi. To answer the question a phone doesn't have to be activated to access WiFi. I know a couple of people using Iphones with no service like that. Also I listed a couple of WiFi cell phones below.

I don't think cell phones can do Wifi. Only phone-line internet. PDAs and such devices can access any Wifi signal free of charge.
