Answer:
go to this website and download whatever theme you want http://www.pspdemocenter.org/list.php?c=themedown&s=date&w=desc&o=&p= and copy the file to the memory stick. got to psp folder open the theme folder and move the file there. you do need firmware 3.70 or higher to use these themes. on the psp go to settings theme settings theme and select the theme you want.
