Does Blackberry Messenger work without the Blackberry plan?

Blackberry messenger doesnt work on my Blackberry 8900 and I have a regular data plan is that why?

BlackBerry messenger works on mine with the original data plan. If it includes internet, it should also include the ability to use messenger. Do you have someone you are trying to message?

You have to be on the Blackberry data plan for BBM to work.

Do you see GPRS or EDGE (in capital) on top right corner of the screen ?? BB need to its special data plan to let you have BBM.Cancel you existing regular data plan,then Sign up for BB plan.After switching your BB off and ON again,you should find GPRS/EDGE displayed in capital.You then ready to use BBM.,

It could be that you have an older buggy version of BBM, I'd recommend first reinstalling the newest version and doing a reboot. If it's still not working it could be that you're not connected to BIS. Try resending your service books Options>Advanced Options>Service Book> click on any of those shown> click the menu button and select Show HRT > click the menu button and select register now. If that doesn't work contact your service provider.
