T-Mobile Blackberry 8900 wifi and bluetooth not working, how to solve?

The phone has no sim card, but I want to use the wifi and bluetooth on it. Everytime I use wifi it says that no connections are found. Also true with bluetooth search (I am 100% sure their is wifi hot spot and bluetooth enabled headset in the area.) Would like to eventually unlock phone. Current software version is 4.6.1.231 and I have downgraded completly and wiped device, nothing works! help!! Thanks

I suggest taking the T-mobile phone directly in person to the nearest shopping mall where there is a T-mobile office and have a store manager look at the phone and blackberry and bluetooth applications. T-mobile offices/stores can be located in mini shopping plazas as well as larger shopping malls.
