How to update Android OS on a device through an App?

Can an app be built for the Iphone OS or Android OS to make the device act as an FM transmitter without extras?

  Not in the US. most electronic devices are required not act as FM transmitters by law. If you look on most electronic devices you will see a message that reads something like....."this device will not send out any signals that will interfere with ...... " So most companies do not put any hardware into the devices that will allow it to break this regulation. In short the hardware is not in most phones for this. You can see breakouts of most iphones on the internet with a description of what all the parts can do, and none have FM transmitters in them. Not sure about all android phones, but I would bet most do not have the hardware either. Why waste money on putting in parts that no one uses?
