Why is my phone not working?

• I cannot use my phone certain parts of the day (usually (almost everyday) at night) and the time it doesn't work is not the same every day. Internet always working. Internet and phone through shoreham telephone. Internet is dsl/broadband, so I am confused. When i pick up the phone, i hear like a whooshing sound. When it is called during this state, a busy signal is the response. Same situation if plugged into test socket, or if the phone is the only thing plugged into the line. any help is appreciated, the phone is landline and has a cord.

  If you have the filters on all of your phones, modems, and faxes, then I would call the phone company and have them test their equipment.
