Called missed call number and it says it does not receive incoming calls. How can I find out who called me?

Tonight I received a missed phone call on my cell - it was from a number from the town that I used to live in so I assume that it is someone that I know - that I just don't have programmed in my contacts. I tried to call back and received the message that this number does not receive incoming calls. What is that about? I know it is a landline and not a cell number because of the area code/extension. How can I find out who it is?
