How Do I block phone numbers From Calling?

• Well , I dont have a cell phone but, Theres this guy who keeps calling my Damn House phone over and again. This Asshole Always Asks, "Hey Can i come over to your House?". And thats all he ever asks. Infact, I dont want him coming over at all. He calls Everyday Like Every 10 minutes to an hour. Luckily im not home. But He Even goes to my neighbors And borrows their phone Just to see if Im HOME!! and if I would Answer.He even Pops Up at my door step sometimes even If I dont answer the phone!!. So SOMEONE HELP ME. I NEED TO BLOCK THIS DAMN GUYS PHONE NUMBER!!! PLEASE TELL ME HOW!!!!!!!!!!!!!!!!!!!!!!!!
