VoIP services like Skype, Google Voice, etc. are almost always the cheapest way to call long distance.

A calling card is cheaper per minute than to dial direct, but it's not really cheaper unless you use up all the time on the card (because otherwise you're just paying for minutes you never use, and they do eventually expire). One cheap 'pay only for what you use' option is to dial 10-10-275 before the number. (e.g. 10-10-275-416-555-1234). Instead of the call being handled by your telephone company, it will be processed by a third-party provider who can offer cheaper per minute rates. For example 10-10-275 will charge you just 3 cents per minute to Canada whereas your local phone company may charge you 7-10 cents per minute for example. 10-10 numbers are not available everywhere, but should work on most services.
