One cheap 'pay only for what you use' option is to dial 10-10-275 before the number. (e.g. 10-10-275-416-555-1234). Instead of the call being handled by your telephone company, it will be processed by a third-party provider who can offer cheaper per minute rates. For example 10-10-275 will charge you just 3 cents per minute to Canada whereas your local phone company may charge you 7-10 cents per minute for example. 10-10 numbers are not available everywhere, but should work on most services.
