Why doesn't my straight talk phone work?

Has anybodys home phone ever not let you call anybody but when people call your house you can talk?

ok so i just got this phone it was a hammy down its pink and fluffy from neman marcus ever time i try to dial phone number it doesnt work but when somebody calls my house i can talk to them if you know whats going on PLEASE HELP
Answer:

This has nothing to do with the telephone itself. This would be from the phone service/land line. It usually does this if your bill is overdue. They'll accept incoming-only for about 1 week, then it will shut off completely. Good Luck
