  OK, here's the deal: You can do a search on yahoo, google, etc., but the accuracy of the information you get will be questionable at best. Just like you get bizarre, unrelated results when you search for anything else, you'll get the same when you lookup a phone number. It may be right, but it may not. If this person is harassing you, you'd be better off paying the fee and finding out for sure who it is - this will help you in the long run if the person does not stop. Sorry if it's not what you wanted to hear but the truth is there is no "free". Even the sites that claim to offer a free reverse cell phone lookup won't give you the info until you pay.
