Why does my phone "in use" light turn on briefly when the phone is not in use?

I have a Panasonic cordless phone (land phone, not cell) that has a charge display light and a in use display light. Sometimes the in use light comes on briefly and then goes out when the phone wasn't in use at all. I'm not really concerned but curious why it might turn on as if the phone is in use when it is not. No one is connected to the internet at the time it does this either. Just wondering if anyone might have an idea.

I have had the same problem and tried connecting my linesman test set (butt set) to monitor the line when it happened. What I found out is there isn't anyone on the line when the light goes on and I believe this is some sort of diagnostic test performed in the telephone central office.
