Does anyone know of a cheap home phone service?

Does anyone know of a home phone service that's not VOIP (Voice Over Internet Protocol) for $19.99/month?

    If you don't make a lot of outgoing calls, you could use Measured Service, but you are charged for every minute of Outgoing calls, including local and toll free. Depending on where you live it could be as low as $18 per month with all the taxes and regulatory fees. n

Depending on your area, your local telephone company should have basic service for around $15/month if you got absolutely no features and only local calling included. AT&T, Verizon, Qwest, Embarq, etc may offer this to you. There are some areas that aren't this cheap, like New York City. VoIP or cellular is the way to go there.
