I don't know why they would charge you for a premium phone look. Below I listed a site that is the most popular right now for giving accurate results for very cheap. The free services generally do not give you correct information. It is free to search this one, and they will tell you if they even have a result for you.

You can use whitepages. It's free. But it won't allow you to reverse lookup cell phone numbers. I found a site that will reverse lookup cell phone numbers. There's a small fee that you have to pay, though. But it's worth it.
