I install digital recording equipment in businesses, and it is perfectly legal and is done to protect the business. Have you ever called a business that plays a recording that says "your call maybe monitored for training purposes... "

in a workplace everything that you do or say can be monitored... all of your telephone conversations, and all of your computer activity - including instant messaging, emails, etc... can all legally be monitored, and recorded by your company... it is there property, and you are being paid to perform work for them... they have the right to monitor and protect there business and assets... there would be no reason for a tech to come to do work on your line to give them the ability to "tap" your line... there was likely trouble on the lines that needed to be repaired... perhaps you were unaware of the trouble, it could have been a number of things.. depending on if it is a POTS line, SIP phone, goes thru a PBX... etc...

If it's your work phone then yes, I believe they have the right to listen in or record anything that happens on the lines. I do believe, however, that you are required to be notified in some way, whether by a memo, or it could even be in the employee handbook, that your conversations may be recorded or monitored.

In most cases they don't need to tap your phone, as it will route through an Internal switchboard which allows companies to monitor the content of your calls. If you are in sales it would be common for all calls not only to be monitor-able, but all be recorded in case a dispute were to arise. Simple answer, don't do anything over the phone at work that contravenes your contract. If you have personal calls to make, then make them during your breaks on your mobile phone. If there's insufficient time to do that, then you should consider "modifying your behavior".

It is possible.

It is techically possible, in fact it is easy, to tap your telephone without your knowledge. Since it is your employer's phone, he has every legal right to do this. He is accountable for all activity done by his employees, regardless of whether the activity is legal or not. He therefore, as a good manager, has to have a handle on his operations. Handling his phone use is part of good management. If you use your employer's phone responsibly, you have nothing to worry about. On the other hand, if you do not use the phone, or any other company resource responsibly, then you need to clean up your act.
