  you would have to pay international rates to make calls to the Philippines ... you would not be able to register the magic jack with an address in the philippines - so you would have to register it in US/CAN... it will be good to reduce your international calling costs when calling your sister in CAN, and any other friends and relatives that you have in US/CAN... but you are going to have to find a different solution for making calls locally...
