What Popular Science mag issue had plans for a button which hooked to your phone and dial a -10-10 code 4u?

I read an article in Popular Science magazine (i think...) which had plans to make a button that would attach between your phone and the phone jack. The button would have a 10-10 dial around number stored on it and when you picked up the receiver and pushed the button it would automatically dial the long distace code for you. I think the magazine came out in about 1998-2002.

Is there any reason why you couldn't use one of the speed dials on your phone to dial the dial around number instead?
