    I don't see how they can, or would. PBX's are for private use inside a residence or business. So, that part the telco's do not have jurisdiction over. What your carrier does care about is your volume of outbound and inbound calls. They base their rates on what "typical" average residential usage is deemed to be. If your usage exceeds what is considered reasonable for Residential use, then they will require you to upgrade to a Business account, which costs more based on typical higher volumes of calls. I myself use pay-as-you-go services where I pay by the minute. In this case, the carriers don't care how much or how long a person calls because they are paying by the minute. But, for high volume users, the carriers will require you to either get a business package, or pay-per-call.
