How can I make free phone calls from my computer to someones house phone or cell?

How can I make free phone calls from my computer to someones landline or cell? My cousin did this awhile ago, I'm not sure what she used. I lost my cell phone today and have no home phone and need to contact some people ASAP. I looked into Skype, but there is a charge.

http://www.evaphone.com/locale/en http://www.icall.com/ http://gmail.com there are probably plenty others... gmail is probably the best one - no ads, no limits and if you have a google voice number, that appears on the caller ID... you can also get incoming calls with your google voice number to googletalk...
