Whats A Voice Plan And Is It Needed For The Iphone 3G?

Ok i know how much eveything cost for the iphone 3G but the voice plan is $40 dollars a month on top of everything else so ur bill would be about 90$ a month wich isent that bad,But i need to know what a voice plan is if you could help,Thanks:)
