Does USA mobile phones prodviders charges the person who receives a call/text from Skype AND UK numbers?

Hi, I have serveral but similar questions #1 I use Skype to call and text to a USA mobile phone and home phone. I want to know if the USA mobile prodivder / landline prodvider charges the person who I am calling to, if he answers my calls / or receives my text messages? #2 If I call/text from using my mobile phone, UK Vodafone prodvider to the USA, will the person in USA be charged if he answers my calls / or receives my text messages? #3 If I was to call USA mobile/home phone - using my home phone, using AOL TALK or international phone cards, will the person in the USA be charged also when he answers my calls? Sorry about the long winded and similar questions. As I am worried that a friend i getting charged when I call him. Thanks in advance.

No. If you think about it, it would be unlawful because how are they to know where they are receiving a call from? The phone may show as "Private Number" or there may be no number recognition. If you phone abroad, the phone companies put the onus on YOU to pay for the call. The only situation in which a person is charged for people calling them, is if you take your UK mobile abroad and you answer calls there. This is because you KNOW you are abroad and therefore you KNOW about the extra charges.

The mobile phone providers here in the US charge for things that are not normally charged for in the UK. 1) With a few minor exceptions all US mobile providers charge for incoming calls and text messages. The person you call would not get charged anything EXTRA for receiving and international call, but they would have to pay their usual per minute charge (or have the minutes taken out of their minute pool) to receive your call. Text messages work the same way, users pay a flat fee per message regardless of where it comes from, or they can buy a package that includes a certain number of messages. Unfortunately the carriers DO charge extra to receive an international text message regardless of whether the subscriber has a plan ornot. 2) The answer here is the same as for number one. No charge to receive a voice call above the normal charge per minute for using their mobile phone and an extra charge for receiving an international text message. 3) Receiving calls on your home line costs the receiver nothing extra regardless of where the call originates. Receiving calls on a mobile phone is a flat charge per minute regardless of where a call originates. I realize that the billing system in the US is very different from that found in most other places. Here we pay for both incoming and outgoing calls as well as text messages. In essence the phone companies get paid twice for each call and text on the mobile network. Landlines are a lot more logical in that you only pay for incoming calls.
