Why can't I download apps onto my Samsung phone?

I have a Samsung Monte phone and I can't download apps and games to it, I get an error message saying that my phone is not compatible with Samsung Apps because of Google's Android policy, so I thought I had an Android phone WOO HOO!!! but no i checked online and it's not, so how do I get games and apps onto my phone????? Only answer if you know about the Samsung Monte, please do not generalise about other phones, thanks
