Can I use a Blackberry Storm on a different network in another country?

I'm in the U.S and want to buy and send my friend a Blackberry Storm for my friend's Christmas gift, but he's in Ghana, west Africa. I understand that the Blackberry works on the Verizon network in the states. He's on a network in Ghana called Tigo. Is it possible to unlock the phone for use on the Tigo network in Ghana? Also will he be able to use it over there if I bought it in America? (since some devices only work in certain regions) Thanks!
