Answer:
You are 13, why do you need a cellphone? You don't have a job or anything of importance going on in your life.

Promote the idea of security. They'll have comfort that you can reach each other at any time, such as they are running late and can't pick you up on time from somewhere. And, of course, you'll be able to dial 911 from anywhere. Promote the idea of pre-pay. You could propose that they pay for a core amount of minutes, and that you can use money you earn or get as gifts to pay in extra, so you can use the phone for the extra fun stuff such as ringtones, email and pics. This shows responsibility and ownership. If you are a good student you might ask them to recognize it as a reward for your hard work. This is a good tactic if you can time it after getting a really good grade on a test or for the end of the term (coming up, as is Christmas!). Be organized in your arguement.

FIRST, tell them that u want a cellphone and that u'll be a good son if they let u! obviously, they'll say no first since they wont believe u! then in the following month, be really good and whenever they say, "Why son, u actually cleared the dishes today!!" u answer, "I know, Its all for the cellphone!" After, doing this continously, they'll start feeling guilty gradually, and they'll HAVE to give u a cellphone sooner or later! also, when they ask u what u want, ALWAYS say cellphone so they get it through their thick heads!

Convince them using the argument that they'll be able to keep tabs on you at all times and that you'll have a way to call 911 in case of an emergency. Tell them that if they get you a cheap "Pay As You Go" phone, you'll work and pay for the minutes yourself.

hopefully, you can get good advice from good people.

ask for one of those "pay as you go" plans, because the main worry is going over your minutes. Chances are they'll end up with a regular phone plan. Be considerate with your minutes and all shall be good to go. Good luck. Say no to drugs!!!

Tell them you'll pay for it. Then really pay for it.

Get a paper route, or do odd jobs, and get one yourself. Why should your parents be responsible for your bills of luxury?
