is it legal to download music from a music artists official website for free. cuz theres a music artist i really like and he posts most of his music on his official website for a free download. its licensed by Creative Commons and in the license it says it can be shared and stuff. i wanna download the music but i wanna know if its legal first.

If it's his music, he can do whatever he wants with it. And if it's licensed under Creative Commons, it means you can also share it with who ever you like, as long as you don't sell it (there is a couple Creative Commons licenses that allows you to sell it, but those are rare).

It's basically like any property - the owner can do what he wants with it. It's probably a low bit-rate version of the song, just good enough to let you know how good the real version sounds.
