Jailbreaking an iPod touch means putting 3rd part software that Apple doesn't allow on to your iDevice. This is legal but, Apple still doesn't want you to do it. You get an app called Cydia on your homescreen and from that app, you can download anything from apps to tweaks and modifications. The jailbreaking process is very easy and fast. And, you can always restore.

It allows you to edit the screens and do specific things you wouldn't be able to in terms of customization if it wasn't jailbroken. Ex. changing colors, etc. However, I don't recommend this because it also allows you to download apps for free that would normally cost money and that could cause some trouble.
