What does it mean to jailbreak an ipod touch?

I own a 16 gb ipod touch and i was wondering what jail breaking it does? Is it illegal? Also, my ipod touch wont play some youtube videos for some reason, even though ive watched them before. Would it help with that?

Download and install apps like winterboard, (customize your home screen) Download Installous (get any paid app for free.. like a giant middle finger to the app store.. i find it hysterical) Just search google for "what to do with jailbroken iphone" (yes i know you have an ipod touch but you get more results)
